For Garou character creation, we are using the rules in the Werewolf: the Apocalypse rulebook. You are also allowed to use relevant Tribebooks and Sourcebooks to create your character.
Please bear in mind that Berlin is a German city (in case you didn't know where Berlin is). Most characters should have German as a language (this doesn't mean you should write in German, as everything here is rp'ed in English)
I do not accept non-Garou Fera (Ananasi, Bastet, Corax, etc.) PCs. The name of the game is WereWOLF, after all, and the presence of too many other Fera tends to divert attention away from the Garou, the true stars of the show. Besides, there's generally too much bad blood between the Garou and the other species of Fera to allow them to work together (something about the "War of Rage"...).
The Ratkin have their own game, and only interact with the Garou when necessary. If you're interested in playing a ratkin, contact the admin with a character concept.
I also do not accept eastern shifters, Garou or otherwise.
The following tribes are most likely to be found in Berlin.
Bone Gnawers (Have a presence at most Septs)
Black Furies (Have their own Sept in the Nordsee)
Get of Fenris (Have their own Sept in the Black Forest and a strong presence in other Septs)
Silver Fangs (Have a small presence in most Septs across Germany)
Glasswalkers (Have their own Sept in the Swabian Alb and a strong presence in other Septs)
Shadow Lords (Share a Sept with the Get of Fenris in the Bodensee)
Children of Gaia (Have a small presence at the Sept of the White Rose)
Tribes that are not allowed are:
Uktena & Wendigo (Sorry, not in Germany)
Red Talons (Not in such an urban setting)
Stargazers (Just no)
Lost Tribes (Croatan, Bunyip, White Howlers. Any of those who still survive have been assimilated into other tribes)
Silent Striders (They're too much of a pain the arse)
Black Spiral Dancers (Not unless they want to get dead real quick)
Black Spiral Ronin might be considered on a case by case basis. The city does offer a chance for Black Spiral Dancers who want to redeem themselves. Bear in mind, however, that this will be a difficult and unpleasant journey, and unless you're willing to accept IC consequences for your character's actions, then don't consider it.
As for breed, Lupus and Metis Garou are not accepted.
I have no restrictions on Auspices at the moment, but the city is in need of half moons and new moons.
Cubs are open for discussion, especially for new players who are unfamiliar with werewolf. If you're already a werewolf vet, I wouldn't advise playing a cub. Cubs start with no gifts and don't get to choose their backgrounds. They may not start with any ability over 2.
For players who have the tendency to gravitate towards "special" characters, please note that to do so is acceptable, as long as you stay within the restrictions mentioned above.
If this is your first character, I will usually be more inclined to allow you to play a special character. Your second (and further should your character die) will be more closely scrutinised.
Age Restrictions:
The minimum age for Cliath characters is 17, cub characters 14.
There is no maximum age for Cliath.
Players can play a maximum of two Garou characters. If you want more, you can play kinfolk characters.
